One of the UK’s Largest Nursery Chains Has Been Issued an Ofsted Safeguarding Notice

Bright Horizons Family Solutions Limited has been served with a Welfare Requirements Notice after Ofsted identified safeguarding and welfare concerns across parts of its provision.

Ofsted has issued a safeguarding notice to Bright Horizons Family Solutions Limited, one of the UK’s largest nursery providers, following regulatory activity across multiple settings.

According to Ofsted’s published compliance action summary, Bright Horizons Family Solutions Limited operates 247 settings across England. Ofsted said concerns were received from September 2025 following a serious safeguarding incident, after which the regulator carried out activity across multiple Bright Horizons settings nationally between October 2025 and June 2026.

That activity included inspections, regulatory visits, telephone calls and direct engagement with senior leaders. Ofsted said that in some settings it found the provider was not meeting a number of safeguarding and welfare requirements because of what it described as “significant weaknesses” in organisational safeguarding leadership, governance, oversight and practice.

Important: Ofsted’s notice relates to Bright Horizons Family Solutions Limited as the registered provider. Ofsted also stated that the majority of Bright Horizons settings continue to meet the requirements for continued registration.

What is a Welfare Requirements Notice?

The serious incident linked to the investigation

The Ofsted notice follows a serious safeguarding incident connected to former Bright Horizons nursery worker Vincent Chan, who worked at the Bright Horizons nursery on Finchley Road in London.

The Crown Prosecution Service confirmed that Chan was sentenced to 18 years in custody after pleading guilty to serious sexual offences, including offences committed while working in childcare settings. The CPS said the case came to light after staff at the nursery raised concerns about him filming children.

The details of the criminal case are deeply distressing. For many parents and early years professionals, the case has prompted wider questions about safeguarding, supervision, reporting systems, staff oversight and how concerns are escalated in nursery settings.

The organisation says it has safeguarding practices in place including safer recruitment checks, staff training, whistleblowing procedures, supervision, audits and regulatory inspections.

Bright Horizons has also acknowledged that a serious breach of trust occurred in one of its nurseries and said this has strengthened its resolve to keep listening, learning and improving.

ITV News reported that a Bright Horizons spokesperson said the company was “deeply sorry for the pain and distress caused” and that it had worked closely with Ofsted and other agencies.

Why this story is attracting attention

There are several reasons this story is likely to be closely followed across the early years sector.

Firstly, Bright Horizons is not a small provider. It is one of the most recognisable nursery chains in the UK. Secondly, the notice is not limited to a single nursery inspection report.
